Can we go over 20mg/ml of nicotine in e-liquids ?

“The Member States of the European Union ensure that the nicotine liquid does not contain nicotine at more than 20 mg / ml”.

This statement is included in article 20 – Electronic Cigarettes (Title 3 – Electronic Cigarettes and Herbal Products for smoking) of the European Tobacco Products Directive (TPD).

In France and in Europe, e-liquids containing more than 20 mg / ml of nicotine belong to the category of pharmaceutical products. As a result, they are subject to a marketing authorization application (AMM).

The retail sale of these e-liquids, considered as drugs, is then reserved for pharmacies.

This simple mention included in the European Directive prohibits manufacturers from producing nicotine e-liquids of more than 20 mg / ml.
